How To Make Unstuffed Cabbage Roll Casserole
  1. Sauce oil, beef, onion and orange pepper over medium/high in large pan with high sides or a dutch oven. Cook until beef is browned and onions are translucent.
  2. Add garlic and sauce 1 more minute.
  3. Stir in tomatoes, spices, salt and pepper. Top with cabbage. Cover and cook 15-20 minutes or until cabbage is tender.
  4. Top with cheese, cover until melted then serve.

Yes! This hearty casserole is full of healthy veggies and lean protein. I think cabbage has been a super food before super foods were even a thing! You could also use ground turkey or chicken if you are avoiding beef.
I added an orange bell pepper to this recipe for flavor and color. If you are following a strict low carb diet feel free to omit the orange pepper. That will save you about 9 total carbs or 6 net carbs overall.
